How digital tools and Artificial Intelligence (AI) can meaningfully support daily administrative work without replacing human responsibility was the central question of the project. "Mindshift@Administration". A group of students from the "International Relations and Management (B.A.)" program of the Eastern Bavarian Technical University of Regensburg (OTH Regensburg), under the direction of Prof. Dr. Julia Hartmann, developed practical solutions together with the district office of Regensburg.
The foundation of the project was an anonymous employee survey at the district office in Regensburg. The results showed a high openness among employees towards digital solutions and AI applications. At the same time, it became clear that questions about security, data protection, and ethical aspects play a central role in the implementation.
Prof. Julia Hartmann highlighted the advantages of collaboration and emphasized that successful digitalization is less a technical issue and more a cultural one. With transparency, qualification, and trust, AI can be optimally used as a supportive tool. District Administrator Tanja Schweiger also underscored the importance of the project for a more efficient, citizen-oriented, and future-proof administration where innovation and responsibility go hand in hand.
The insights gained from "Mindshift@Verwaltung" are now being incorporated into concrete action recommendations for administrative practice, for example, in the form of targeted training concepts. The project thus emphasizes the claim of OTH Regensburg to address socially relevant issues together with partners from practice and to enable students to apply their knowledge in real contexts at an early stage.
