Strategic impulses for a strong AI ecosystem in Bavaria

The BAIOSPHERE MONITOR brings together experts from science, business, politics, and society to collaborate. strategic impulses to promote the development, application, and integration of Artificial Intelligence (AI) in Bavaria.

The goal is to sustainably promote innovation, competitiveness, and societal benefits and to position Bavaria as a leading European ecosystem for Artificial Intelligence.

The four-stage process of the BAIOSPHERE MONITOR.

1. Identification and prioritization of topic areas (catalog of topics)
   In this first phase, strategically relevant AI fields with high potential for Bavaria are identified and prioritized. This is done through monitoring and analysis of technology trends, economic developments, and Bavarian strengths. The Bavarian AI Council creates a prioritized list of topics that forms the basis for focused AI promotion and targeted resource allocation. 
   

2. Preparation of Basics (concept paper)

   Numbers, statistics, studies, and research findings related to the identified topics are collected to approach the topics. In addition to an introduction to the specific need for action on the topic, the thematic paper includes the current factual situation and emerging trends from national and international perspectives. The aim is to create a solid information basis for the further discussion and decision-making process. 

3. Development of vision and action plan (expert panel)

   In a structured dialogue with experts, different perspectives are brought together to develop a common vision and concrete recommendations for action. The expert panels meet in three sessions: 

   • Expert panel "Vision": Assessment of the status quo, perception of perspectives, and development of a common vision. 

   • Expert panel "Action Plan"Development of recommendations in a timeline to achieve the vision. 

   • Expert panel "Transfer": Fine-tuning and finalization of the implementation planning with the stakeholders. 

4. Publication and Sustainability (position paper)

   In a position paper, the results of the expert panels are summarized with clear recommendations for action and timelines, and presented to and handed over to the political decision-making level by the Bavarian AI Council in an appropriate setting.
   The aim is to provide impulses for improved framework conditions, possible entrepreneurial initiatives, and research projects.
    
   The progress of implementation is monitored through regular exchange and communicative support.
